Updated 24 October 2026. Morocco’s 2027 budget bill proposes exempting imports of cattle, sheep, goats and camels, along with fresh, chilled or frozen meat and offal, from customs duties and taxes, according to documents detailed in Parliament this week.

The measure is intended to support market supplies after droughts reduced the national herd and increased reliance on imports. It remains part of a bill and would apply only after adoption and publication.

The text would also cut customs duties on several raw materials used in animal feed to 2.5%, from current rates of 10%, 30% or 40%. The reduction would lower the tax cost paid at the border by feed importers.

These customs measures add to the social priorities already announced by the government, including higher direct social assistance, continued expansion of medical coverage and about 25 billion dirhams in appropriations for integrated territorial development.

The government adopted Finance Bill No. 60.26 on 20 October before submitting it to Parliament. Budget Minister Fouzi Lekjaa presented its main provisions to lawmakers on 23 October.

Budget documents published by the Ministry of Economy and Finance detail other proposed tax adjustments for 2027. Parliament may still amend the provisions during its examination of the bill.
