The Ivorian government adopted a decree on Wednesday, 14 October, regulating activities linked to petroleum products and biofuels, to strengthen the safety of facilities and combat fraud.
According to the report of the Council of Ministers, the text covers the importation, exportation, processing, storage, transport, distribution and analysis of these products. It sets out the activities subject to prior authorisation from the administration responsible for hydrocarbons, as well as the conditions operators must meet.
Adopted under the law of 30 July 1992 on fraud and the safety of petroleum products, the decree brings biofuels into the sector's regulatory framework. It also addresses means of transport and requirements for the protection of the environment and public health.
For depots, terminals, wharves and pipelines, the rules cover both their creation and commissioning, as well as their development, extension, closure or dismantling.
