Togo’s government adopted a draft 2027 budget on Thursday, October 22, setting the total envelope at CFA2.6841 trillion, 2.5% below the initial 2026 budget.
The proposal cuts CFA67.4 billion from the CFA2.7515 trillion originally approved for 2026. That comparison differs from the supplementary budget adopted the same day, which trims the current year’s envelope by 0.3% to CFA2.7442 trillion.
The draft earmarks CFA490 billion for investment under the government’s 2026-2031 roadmap. The Protect pillar would receive CFA227.2 billion, Transform CFA143.5 billion and Unite CFA97 billion, with CFA22.4 billion allocated to cross-cutting programmes.
The funding is intended for security, social cohesion, access to basic services, economic transformation and employment. It represents just over 18% of the total envelope proposed for 2027.
The revised 2026 budget projects a CFA247.6 billion deficit, equal to 3.4% of gross domestic product. The government linked the adjustments to geopolitical and trade tensions, higher fuel costs and tighter financing conditions.
The 2027 finance bill must still be examined by the National Assembly and Senate before final adoption. The government says it will seek stronger revenue mobilisation, budget discipline and transparency during the parliamentary stage.
