Mozambique’s parliament approved a revision to the 2026 budget in Maputo on Saturday, October 24, adding 3.5746 billion meticais in gas revenue carried over from 2025 to finance public investment.

The additional funds raise domestic state resources from 442.9 billion to 446.5 billion meticais and public spending from 520.6 billion to 524.2 billion. Investment expenditure increases from 98.8 billion to 104.4 billion meticais.

Of the added amount, 1.2 billion meticais is allocated to roads and bridges, 1.1746 billion to reconstruction after the 2026 floods and 700 million to public infrastructure damaged during post-election unrest. A proposed parliamentary city in Mocuba receives 500 million meticais.

Finance Minister Carla Louveira said the adjustment would be fully covered by additional domestic resources without new borrowing. Frelimo’s parliamentary group confirmed that the revision passed both its general and final votes.

The Budget Monitoring Forum had called for the 500 million meticais earmarked for the parliamentary city to be removed, arguing that the expenditure was not sufficiently justified against social needs. The group said health and education together receive 600 million meticais from the supplementary funds.

The Forum also reported that only 19.1% of public investment had been executed in the first half of 2026 and warned that the new allocations would need to be committed before the end of the fiscal year.
