Mozambique’s Ministry of Mineral Resources and Energy signed 12 memorandums of understanding in Nacala on Tuesday, October 20, covering mineral-processing plants valued by the government at $4.2 billion.

The proposals span graphite, heavy sands, gemstones, copper, titanium, zircon, iron, quartz and glass. They are spread across Nampula, Manica, Tete and Maputo provinces, according to the government-run CAVAME-d conference and local business media.

At this stage, the memorandums open a project-development phase. The $4.2 billion figure aggregates proposed investments, while financing and construction timetables remain to be settled. President Daniel Chapo has ordered progress reviews before the next edition of the conference.

Plans for Nacala include a spherical graphite plant and several units intended to process graphite, titanium, zircon and advanced materials. Chiteng Mining has separately proposed $17.67 million for a copper-processing plant in Moatize in Tete province.

The government also wants to establish two industrial parks in Nacala with serviced land, water, power, roads and security. It has asked investors to advertise procurement opportunities and connect local small and medium-sized businesses to the projects’ future supply chains.
