Gabon on Tuesday, 20 October, launched work in Malibé on a clinker and cement plant valued at at least FCFA 114 billion. The foundation stone of the Mondah Green Beach project was laid with Hope Global Investment, according to the National Investment Promotion Agency of Gabon.

The complex is to include a line capable of producing 3,500 tonnes of clinker a day, or around one million tonnes a year, and a cement plant with an annual capacity of at least one million tonnes. The promoters announce at least 200 direct jobs, with priority given to local labour and Gabonese companies.

Hope Global Investment and Conch Investment Holding, a company based in Hong Kong, are to jointly handle the construction, financing, management and operation of the site, according to the local media outlet Gabonreview. The project had been presented to Malibé residents in 2025, after a memorandum of understanding was signed at the Gabon-China Economic Forum in September 2024. It is presented as the first project under the programme's strand devoted to strategic industries.

This new capacity aims to reduce purchases of clinker from abroad and to secure supply to the local cement market, which is important for building and infrastructure projects. The promoters also mention the possibility of exporting to regional markets. No commissioning date has been announced.
