The Mauritanian government adopted on Wednesday, 21 October, in Nouakchott the 2027 finance bill, which provides for 152.11 billion ouguiyas in revenue and grants, compared with 145.91 billion in net expenditure and lending, a total surplus of 6.20 billion.
The text is based on real growth of 5% in 2027, then an average of 4.3% between 2027 and 2029. It also provides for inflation brought down to 3.3%, according to the Council of Ministers' statement.
The bill applies the new budget rule capping the primary balance excluding extractive revenues at 3.5% of nominal gross domestic product. This balance, including grants, is expected at minus 21.03 billion ouguiyas in 2027, compared with minus 22.18 billion and 4% of GDP in 2026.
Among the priority programmes cited are the second phase of Nouakchott's development, estimated at 11.59 billion ouguiyas, and the programme for access to essential services for local development, endowed with 26.4 billion over the period 2025-2027.
Adoption by the Council of Ministers is the government stage of the bill. The amounts announced remain budget forecasts, not revenue or surpluses already achieved.
