The technical monitoring secretariat of the Ivorian National Development Plan (PND) 2026-2030 held its first meeting on 6 October 2026 in Abidjan. Chaired by the Plan's director general, Marcelin Cissé, it is preparing the work of the technical committee and decisions by the authorities.

Tools to track commitments

Discussions covered the implementing texts, the digital platform and the monitoring of the Consultative Group's commitments. The institutional framework is to be set up until early December.

The PND notably sets a target of average annual growth of 7.2% and the creation of more than three million decent jobs. These are targets of the plan: monitoring them will require implementation and results indicators established over the years.

Linking announced resources to achievements

A financing commitment, a disbursement and a completed facility correspond to three different stages. To understand the progress of a programme, monitoring tables should allow movement from one stage to the next, with a timetable and a named lead.

The same logic applies to employment. Training expenditure and the number of beneficiaries taken on describe the effort made. The activities subsequently carried out and the incomes earned indicate the results. A steering mechanism can bring these two readings together to identify gaps and adjust implementation.

For businesses and local authorities, this visibility matters when a project depends on several parties. Monitoring commitments can help clarify which operations are entering implementation, which still need their financing secured, and which points require a decision.
