The Beninese government has submitted to the National Assembly a draft finance act for 2027 balanced at 4,757.029 billion FCFA. The Council of Ministers of 7 October indicates an increase of 14.7% compared with the supplementary finance act for 2026.
Comparing equivalent budget stages
The basis of comparison is the revised budget for the current year. This point matters: comparing the draft with an initial budget or with spending already executed alone would give a different measure of change.
The announced envelope describes the resources and charges planned under the text. It does not correspond to the value of output produced in the country, nor to sums already spent. The move from the approved budget to its execution is then read in revenue collected and expenditure carried out.
A draft set within multi-year planning
The Directorate General of the Budget recalls that a budget policy debate for 2027-2029 was held on 24 June in the Assembly. The multi-year document serves to discuss priorities and balances before the annual finance act is drawn up.
This linkage is useful for companies that follow public procurement. A sectoral orientation announces a priority; the appropriation of credits, then the preparation and execution of contracts, determine concrete operations. The timing and nature of these stages influence the visibility suppliers have.
Parliamentary review will thus be the next milestone for the 2027 draft. Execution documents will then make it possible to track how approved resources translate into achievements and to compare results with initial forecasts.
