Côte d’Ivoire plans to allocate FCFA 100 billion to its sovereign fund in 2027 to start operations, under the draft budget adopted on Wednesday 14 October by the Council of Ministers in Abidjan. This allocation is among the new appropriations announced by the government under the National Development Plan 2026-2030.

The proposed budget balances revenue and expenditure at FCFA 18,466.1 billion, compared with FCFA 17,350.2 billion for 2026, an increase of 6.4%. This rise refers to budget amounts and is not adjusted for price changes.

The draft finance bill and its tax annex must now be submitted to Parliament for adoption, the government’s report states. Approval of the appropriations therefore remains a prerequisite for their implementation.

The government assumes economic growth in Côte d’Ivoire of 6.6% in 2027, compared with 6.2% for 2026. It also plans to reduce the budget deficit from 3.8% to 3.5% of gross domestic product, a reduction of 0.3 point. These figures describe the objectives of the draft budget.

Another allocation of FCFA 70 billion is planned for studies of National Development Plan (PND) projects. It is intended to finance the preparatory work needed to secure funding and carry out these projects.
